The purpose of the Florida Keys Carrying Capacity Study is to determine the ability of the Florida Keys ecosystem to withstand all aspects of additional land development activities. It will also be concerned with the ability of the human population in the Keys to respond to natural disasters such as hurricanes. Ultimately, the goal is the development of models incorporating GIS technology (Geographic Information Systems) that can be used as a planning tool by policy makers.
